In December 2022, the Department of Infrastructure and Improvement of Zaporizhzhya City Council signed a contract for minor repair of Ochakivska Street with the company of Dorgarant LLC. The amount is UAH 14.2 million. There was no competition: Dorgarant became the sole participant of the tender.
According to the documents, the contractor had to repair 9000 square meters of the road - only a quarter of them fell on the asphalt part. The rest is the soil, which should be fortified, leveled and made by travel. But the works were performed only on paper: the asphalt was enclosed, but the soil segment - almost 7 thousand squares - was left in the same broken state.
Despite this, the acts of the completed works were signed in full, and the contractor received the total amount of more than UAH 14 million.
Director of the Department Arthur Boyarchukov, his deputy Viktor Khotsky and the head of the road economy department Yulia Konstantinova were controlled and accepted. All three have close connections with Gennady Timchenko - an influential lobbyist, who is called the unofficial curator of construction schemes in the city.
It is through these connections that the "Dorgarant" consistently wins contracts. Often this is a fictitious competition-participation in the tender is taken by clones registered on the same persons or with almost identical names. When the firm "develops" the budget, it either liquidates or changes the address and director. Then the scheme is repeated by another legal entity from the same network.
Ochakivska Street, which was allegedly completely repaired, actually remains an impassable. 75% of the site - in pits, without alignment, fortification or normal gravel layer. This poses a direct threat to the transportation of the wounded, the passage of rescuers and access to important objects in the Komunar district.
Despite the obvious fact of failure to perform work, no audit has occurred. No criminal proceedings were opened. And Dorgarant LLC continues to receive new contracts.
Classic scheme: lack of competition, contractor-"gasket", acts from the air, complete lack of control by the city council-the ideal formula for theft during the war.
Against this background, the local authorities continue to speak of "heroism of public utilities" and "stability of the city in the rear." In reality, Zaporozhye becomes an example of how war is used as a cover for old schemes and new multimillion -dollar "development".
