The Chernihivvodokanal Municipal Enterprise has concluded an agreement for the reconstruction of the water Duker across the Rise River worth UAH 26.96 million with the UTB consortium. The tender was without competition, and the prices for materials were significantly inflated.
Until July 2025, a complete replacement of the pipeline and the arrangement of the switching chambers from the pumping station №1 "Yalivshchyna" to Volunteers Street is planned.
The fixed price of the contract includes UAH 743 thousand to cover inflation expenses, and the contractor is entitled to receive 30% of the advance.
The project was developed by FOP Tychyna Lyubov Dmitrovna, the examination was conducted by LLC "Galileo" Consulting Agency.
Analysis of the cost of purchasing materials showed a significant overestimation of prices:

The SDR-11 polyethylene pipe with a diameter of 630 mm is purchased for 18 780 UAH/m, although Ukrainian manufacturers offer it 17-41% cheaper.

The SDR-17 (560 mm) pipe costs 13 080 UAH/m, although the market price is up to 50% lower.

The sand is purchased for 893 UAH/m³, which is 19% more expensive than the average price in the region.

The armature is purchased for 42 000 UAH/t, although the market price is 34 000 UAH/t.
In general, in these positions alone, the approximate overpayment is UAH 1.5 million - the amount that would be enough for the purchase of a pickup for the Armed Forces.
The tender was conducted in violation of the law:

Applications were accepted 13 days instead of a minimum 14 days.

The State Audit Service requires cancellation, but the customer may appeal the decision in court until April 9.
The UTB consortium, registered in Chornobyl in 2021, received a contract without competitive proposals.
