The Ministry of Finance and the National Bank of Ukraine, together with members of the Verkhovna Rada, are actively working on the creation of a draft law providing for the creation of the National Development Institution (NDI). This was announced by the Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev.
According to Hetmantsev, the NUR should become a specialized state institution that will play the role of a bank for banks, with a special mandate to restore and structurally transform the economy. Its task will be the implementation of lending programs for the recovery of the country.
"The main purpose of the NUR will be to solve problems related to lending to relocated businesses, enterprises in the front-line territories, as well as projects with a high level of risk," he emphasized.
Hetmantsev emphasized that NUR will have the opportunity to receive financing from private investors to direct these funds to the reconstruction and development of the Ukrainian economy. This will be achieved by providing support with various financial instruments, mainly to small and medium-sized enterprises that are in a difficult situation, but have the potential for recovery and development.
The People's Deputy noted that a successful example of such an institution is KFW (Kreditanstalt für Wiederaufbau - Credit Institution for Reconstruction), created in post-war Germany in 1948 as part of the Marshall Plan.
