The state institution "National Institute of Cardiovascular Surgery named after M.M. Amosov of the National Academy of Medical Sciences of Ukraine" on December 11 signed an agreement with the private enterprise "Medservice-Partner" to adjust the design of the medical and rehabilitation building. The cost of the agreement is 153.11 million hryvnias.
According to the terms of the contract, by the end of 2026, the contractor must adjust the design and estimate documentation with the development of the "Sketch Design", "Project" and "Working Documentation" stages for the construction of a medical and rehabilitation building at 6 Mykola Amosova Street in the Solomianskyi district of Kyiv.
The future building is designed for 100 beds, of which 14 are intended for young children and newborns. The project also includes a polyclinic for 100 visitors per shift. When adjusting the documentation, the placement of PET-CT, a cyclotron with a radio laboratory, an X-ray operating room with intensive care units on the first floor, a protective structure for civil defense, an underground gallery between the new building and the existing building of the institute, parking spaces, as well as illumination of the facade with the institution's logo are to be taken into account. Separately, the redevelopment of the rehabilitation department on the eighth floor in accordance with the requirements of the National Health Insurance Fund and the possible installation of solar collectors for heating water are envisaged.
The purchase was carried out without open bidding. The customer justified this by the need to protect intellectual property rights, since this company is the developer of the initial project of the building.
The history of this construction goes back more than ten years. Back in 2012, the government approved the project of the medical and rehabilitation building, developed by Medservice-Partner. In 2013, the tender for the construction was canceled with a scandal due to the rejection of both participants, and in 2014 the project was stopped due to lack of funding after Viktor Yanukovych fled.
In 2018, the government re-approved the project with updated technical and economic indicators. The construction contract worth 2.57 billion hryvnias was then awarded to the North Ukrainian Construction Alliance, a company associated with the circle of the former management of the state corporation Ukrbud. In 2018–2020, the state construction company Ukrbud carried out technical supervision of the construction. Subsequently, one of the key figures in this story was arrested in a corruption case, and in 2021, bankruptcy proceedings were opened against the contractor.
In 2024, the Amosov Institute had already concluded a contract with Medservice-Partner for project adjustments for 39.86 million hryvnias. However, in December 2025, the value of that agreement was reduced to 12.83 million, explaining this by the emergence of objective circumstances that made it impossible to carry out the design work within the framework of the contract.
The Amosov Institute is currently in a state of suspension due to reorganization. It is headed by Vasyl Lazoryshynets.
Medservice-Partner is owned by Anatoly Irodovsky and managed by Oleksiy Kuriblo. Kuriblo also heads another design company linked to the family of the management of the state institute NDIProektrekonstruktsiya. Representatives of the same business group and their relatives previously owned or controlled companies that received billion-dollar state contracts in the field of design and construction.
In 2022, Medservice-Partner, together with construction companies from Ternopil and Kyiv, created a consortium that won contracts for the reconstruction of the regional clinical hospital in Ternopil with a total cost of over 1.6 billion hryvnias.
Since the launch of the public procurement system in 2016, Medservice-Partner has concluded government contracts worth almost 194 million hryvnias.
