The National Agency for the Prevention of Corruption (NACP) sent materials to the Prosecutor General's Office regarding the possible illegal enrichment of the state inspector of the customs clearance department of the "Tysa" customs post of the Transcarpathian Customs, Vasyl Pupena, in the amount of over UAH 23 million.
According to the NACP, the official uses a land plot with an area of 1.6 thousand m² with a residential building of almost 330 m² in Uzhhorod, which belong to his mother. Also for family use is a 2024 Skoda Kodiaq car, purchased by the customs officer's wife.
The details of the investigation indicate that the official's mother bought the land plot in the fall of 2022 for UAH 40.1 thousand, although its market value at that time was almost UAH 1.8 million. In the summer of 2023, the construction of a residential building worth over UAH 19 million was completed on the plot, where the customs officer's family settled.
As for the car, Pupena's wife purchased a Skoda Kodiaq at the end of 2024 for over UAH 1.9 million. She stated that the funds for the purchase were obtained from the sale of previous cars. However, an analysis of the family's income and expenses showed that the official income was insufficient to cover expenses, and the loans that the relatives refer to have signs of fictitiousness.
Earlier, journalist Taras Seredych reported that Vasyl Pupena had applied for disability at the beginning of the full-scale invasion to avoid mobilization. It was later canceled, but he is appealing the decision of the Ministry of Health to restore pension payments. The customs officer also uses the so-called "cover license plates" issued to law enforcement officers and high-ranking state officials.
The NACP materials have already been transferred to the Prosecutor General's Office for further procedural decisions.
