Deputy Chief of the Department and Head of the Armaments Department of the Kharkiv Region Police Yuriy Lukavenko declared over a million hryvnias in cash, but does not own any real estate. Such data is contained in his income and property declaration filed this year.
According to official documents, Lukavenko earned 647.6 thousand hryvnias in 2024. The bulk of his income — over 577 thousand hryvnias — is listed as a salary at the Luhansk Oblast Security Police Department. He received another 35 thousand from the Kharkiv Security Police and 33 thousand from the Kharkiv Main Police Department. At the same time, the policeman declares 1 million hryvnias in cash.
Despite the significant amounts, the column "real estate" is empty. His two sons, Mykhailo and Maksym, also do not have any property listed. Lukavenko himself is registered in Kharkiv, but for more than ten years he has only had the right to register in the dormitory of the Kharkiv Aviation Institute, without property rights.
The actual place of residence is a 33 square meter apartment belonging to citizen Vitalina Sivakova. The police officer has been living there since December 2024, shortly before submitting the declaration.
Another detail: Lukavenko uses a 2020 Renault Duster car that he does not own. The owner of the car is Valeriy Skrylyov, and the use is free of charge.
The lack of his own housing, significant amounts of cash, and free use of transportation raise questions about the transparency of income, real living conditions, and possible informal connections of the police chief.
