Ukrainian business continues to actively change its "registration" within the country. According to the Unified State Register, during January-August 2025, companies moved between regions 8,345 times. As "Law and Business" reports with reference to the "Opendatabot" service, this almost corresponds to the indicators of 2024 and is even 10% less than in pre-war 2021.
A total of 7,988 companies relocated in 2025, with some doing so twice or more. Trade enterprises were the most mobile, accounting for one in three relocations. This was followed by construction companies (6%), agriculture and real estate businesses (5% each).
The main direction of business migration remains unchanged - to and from the capital. Kyiv is both the largest donor and the main point of attraction for companies. In eight months, 2,909 enterprises left the capital (36% of all relocations), while 2,252 chose Kyiv as a new place of work.

At the same time, frontline regions, it would seem, unexpectedly demonstrate a positive balance. Kharkiv region in 2025 received more companies than it lost (+374), similar dynamics in Zaporizhia (+276), Lviv (+161), Zakarpattia (+83) and Kyiv (+77) regions.
Instead, Kyiv lost the most business in net terms — minus 657 companies. It was followed by Dnipropetrovsk region (-102), Donetsk region (-97), Volyn region (-83), and Poltava region (-62).
Among the donor regions after the capital, it is worth noting Dnipropetrovsk region (824 companies), Kyiv region (770), Odessa region (507) and Lviv region (451).
At the same time, these same regions, despite the losses, remain among the most popular for relocation. After Kyiv, businesses most often choose the Kyiv region (847 moves), Kharkiv region (742), Dnipropetrovsk region (722), and Lviv region (613).
