The Anti -Corruption Council in the Defense Ministry requires to expose everyone involved in the scandal with poor quality ammunition

The Public Anti-Corruption Council at the Ministry of Defense of Ukraine (Gar MOU) made a rigid statement on the case of supply to the army of poor quality 120 mm mortar mines. The scandal is widely publicized: four people have already been detained, including the CEO of one of the large defense enterprises, his first deputy, as well as two representatives of the Ministry of Defense.

The Council emphasizes that it is not only about the execution of one failed contract, but about the integral scheme that officials covered for years. Even after exposing the frauds, the plant continued to conclude new agreements - with greater volumes and a deliberately dubious prospect of implementation.

"It is necessary to clearly find out who ordered the continuation of the contracts after revealing, who lobbied the transfer of new funds, who silently covered the failures in supply.

According to the Anti -Corruption Council, the plant systematically failed to fulfill the obligations, but instead of termination of contracts, the terms continued due to "surprises" - additional agreements, and new orders only increased financial pressure. This created the effect of the Pyramid, where the old debts pledged with new deals. In the end, the army did not receive the required number of mines, which, according to Gar, led to losses on the front - both among the military and civilians.

The current director of the investigation company has headed the plant since the 1990s. Corruption cases are already being investigated against it, however, as the anti -corruption officers indicate, other toplessers remain out of the investigation. The proceedings for them are not opened, no interrogations are conducted, despite participation in systemic violations.

The Anti -Corruption Council requires urgent measures in order not to disrupt the army:

  • Introduction of crisis team of managers - people with the experience of withdrawing enterprises from the crisis;

  • Independent audit of production and resources, in particular gun supply;

  • Realistic assessment of compliance of contracts and capabilities of the plant;

  • Search for alternative manufacturers and redirection of orders;

  • Correction of current agreements and repayment of unused funds to the budget;

  • In case of impossibility - the purchase of other means of damage.

Gar Mow has already transmitted all the confidential information - including the numbers, calibers and the content of the contracts - to the competent authorities. Immediate reaction is expected.
