Discussions surrounding Law No. 10311, which envisages the expansion of the powers of the National Guard of Ukraine, suddenly turned into another scandal. The Center for Combating Corruption, headed by Vitaliy Shabunin, accused the authorities of preparing for a rigid suppression of protests, throwing into the public space the thesis that NSU would allegedly have the right to use firearms, tear gas and drones against protesters. The corresponding post of the organization on Facebook caused a wave of discussions.
However, this statement was manipulative. As the Deputy Minister of Internal Affairs Bogdan Drapyaty explained, the main purpose of the bill is to legally regulate the current rules of use of coercive measures for the National Guard. In fact, what they are trying to submit as a "legalization of repression" are long ago provided by by -laws, government regulations and other legislative norms. Just now, these provisions are proposed to consolidate at the profile law.
It should be noted that similar provisions have long been in force in the laws on the National Police and the State Border Service. It is not about the "introduction of dictatorship", but about bringing legislation in line with modern realities, in particular, in the conditions of war.
Key changes include permission to use unmanned aerial vehicles and radio electronic fights to counteract air threats. The document also provides for the possibility of escorting the arrested persons, the protection of important state objects and the support of prisoners of war.
Separately, the bill regulates the process of supporting persons who have left prisons ahead of schedule and voluntarily expressed a desire to serve in the army. Similar norms are already registered in the Criminal Code, but require a clear legislative regulation.
Despite its clear argumentation, the CPC deliberately distorted the essence of the document, giving the impression that the authorities were preparing to suppress protest shares. However, the Ministry of Internal Affairs officials and lawyers have already denied these statements.
At the same time, the CPC itself is increasingly in the center of scandals related not only to misinformation, but also to evasion of mobilization. In particular, many people have found among anti -corruption activists, who are trying to avoid military service by all possible methods. This list, in addition to Vitaliy Shabunin, also includes the man of the head of the CPC Dariya Kaleniuk - Orest Rudy, blogger Yuri Butusov, Bigus.Info journalist Danylo Mokryk and a number of other representatives of the public sector.
In addition, the situation is exacerbated by the fact that the representatives of the CPC have been repeatedly seen in close relations with international organizations that often criticize the Ukrainian authorities. This raises the question of the true motives of their activity and whether they really work for the benefit of the country and not for external interests.
Thus, the history of the National Guard has become another example of how some activists try to manipulate public opinion, using fear and distrust of power. In fact, it is only about bringing the current legislation in line with the real needs of the Ukrainian army and law enforcement during the war.
