The project of construction of the corps of the Rivne Regional Hospital of War Veterans has risen again and now costs more than UAH 1.46 billion. All purchases are funded by the European Union within the UKRAINE Facility. The contractor is the company mentioned in the criminal case about the appropriation of budgetary funds in Kiev.
The first tender for the construction of the hospital building started at the end of 2023 with an expected cost of UAH 1.2 billion. In December 2024, an agreement was concluded by UAH 363.97 million, which was subsequently reduced to UAH 344.44 million.
The next price rise was in July 2025: another UAH 10.32 million was added for the construction of family -type homes.
Finally, from July 6 to July 12, 2025, a third contract was signed - UAH 548.4 million was signed. According to Prozorro, it is one of the largest purchases of the week. The total cost of the project is now UAH 1.46 billion, and the completion of construction is planned for 2026.
The estimated estimates indicate an overestimation of prices for individual materials. For example, the AVBBShv electric cable 4x185 is laid at 1439 UAH/meter (with VAT), although the market price, according to the monitoring platforms, ranges from 584 to 860 UAH/meter. This is almost twice as expensive.
All contracts were reached by PE "Modena" - a firm that since 2017 received state contractors for more than UAH 2.15 billion. In 2024, the company was mentioned in criminal proceedings on possible appropriation of budget funds in the repair of shelters in educational and medical institutions of the Desnyanskiy district of Kyiv.
The investigation suspects that some of the work has not been performed at all or performed in violation of technical requirements. The case shows a conspiracy between contractors, representatives of education departments and medical institutions.
Nevertheless, the company continues to receive large -scale contracts - now at the expense of EU taxpayers.
