In Vilkovo, in Odessa region, local authorities have concluded a contract for almost 46 million hryvnias with the firm LLC "Southern Ukrainian Construction Company" for the erection of anti -radiation shelter in the territory of Vilkivsky ZSO # 1. The object is designed for 280 people and must be submitted by the end of 2025. More than 90% of the amount is EU funds within Ukraine Facility, the rest is from the local budget.
However, the analysis of the project estimates causes serious suspicion of artificial overestimation of prices. Comparison with current market indicators indicates a potential overpayment by at least 3 million hryvnias.
Yes, the documents indicate:

concrete B25 at 4 869-5 309 UAH/m³, while the market price in Odessa - 2 800–3 400 UAH/m³;

armature smooth A-1-46 866 UAH/t, at a average market price 32 700-35 600 UAH/t;

reconstruction of the periodic profile - up to 46 400 UAH/t, although the cost on the market - up to 34 160 UAH/t;

Ceresit CP 43 XPress waterproofing mastic - 659 UAH/kg against real value 448-513/kg;

Curbs BR 100.30.15 - 770 UAH/m at an average price in Ukraine 397 UAH/m.
There was another proposal on the tender - from KONTi PE, which offered a lower price: UAH 45.56 million. However, the customer rejected it, explaining it with differences in the amount of materials and completeness of documentation.
Tender requirements provided for:

The act of inspection of the object with the signature of the customer.
These requirements have already raised questions from the participants who declared discriminatory conditions of participation. At the same time, the customer insists: everything is done within the current legislation.
Currently, the situation is being checked by the State Audit Service of Ukraine (DASU).
