According to the Anti-Corruption Center "BORDER", Oleg Skupinsky, deputy head of the territorial department of the Bureau of Economic Security (BEB) in the Odessa region, used an elite apartment in the new residential complex "45 Zhemchuzhyna" on the seashore in Odessa, registered for his mother-in-law, Valentina Sokolova. The investigation indicates that the market value of the apartments is about UAH 15 million, and the family of the official and judge - his wife - moved into the apartment at the end of 2023, just a few days after it was registered for the mother-in-law (December 22, 2023).
Skupinsky is a co-founder of a business in the occupied territory of Luhansk region and retained a stake in the company during his service in the BEB. The authors of the investigation draw attention to the fact that the formal registration of the apartment in the name of his wife's mother may look like an attempt to hide the sources of funds, since the family's official income, in their opinion, does not correspond to the cost of housing.
The publication also provides data on social benefits that Skupinsky reportedly received in 2024: UAH 22,950 in benefits as an internally displaced person and UAH 2,091 in national cashback. The authors of the investigation emphasize that the simultaneous use of social assistance and the presence of a business in the occupied territory raises additional questions regarding the verification of the official's sources of income.
Official law enforcement agencies confirmed Skupinsky's detention: BEB internal security detectives together with the SBU detained the official, according to reports accompanying the investigation. The reports also noted that Skupinsky had undergone a special SBU check before being appointed to the position — however, according to investigators, no business related to the occupied territories was noticed during the check.
