Corruption schemes in defense procurement in Ukraine are not stopped even by the arrests of those involved. Despite Ihor Hrynkevich being under investigation, his family and business partners continue to win billion-dollar tenders from the Ministry of Defense.
A key role in these deals is played by Busky Cannery LLC (EDRPOU 00376403). The company, co-owned by businessman Oleksandr Lapshyn, a longtime partner and creditor of Hrynkevich, remains the main supplier of food for the Ukrainian army. This is despite the fact that corruption risks and scandals have accumulated around the company.
In December 2024, the plant signed two contracts for UAH 4.28 billion, and in May–June 2025, it received new contracts for more than UAH 8.3 billion. And all this while the main figures in the cases remained under investigation.
The documents show that Lapshyn not only lent money to Hrynkevich's business, but also received two apartments from him. Such transactions may indicate the payment of "kickbacks" or an attempt to hide assets from confiscation. This is a classic scheme for legalizing illegal income, when budget funds pass through an enterprise and turn into private wealth.
The fact that new deals are being concluded while criminal proceedings are ongoing shows that the system of corrupt agreements in the field of defense procurement continues to operate smoothly. No arrests or high-profile investigations have become an obstacle to the use of public funds.
