The Secretariat of the Cabinet of Ministers is working on a draft law on the creation of the Government Center, which will regulate the activities of all ministries and develop solutions for the implementation of their initiatives. The first version of this project is planned to be presented at the May meeting of the Coordinating Council on Public Administration Reform.
If the initiative is implemented, Prime Minister Denys Shmygal will be given a significant influence on the work of the government in real time, in particular, on the activities of ministries and their financing. The Government Center is intended to become an administrative, resource and intellectual center that will coordinate the political activities of the ministries.
This means that ministries will be able to work on initiatives such as the energy transition in a coordinated and efficient manner. Currently, many ministries are working on similar issues without coordinating their activities, which complicates the process.
However, there is a danger that the increased role of the prime minister could affect the activities of the ministries, including financial matters and the agenda. Regarding government reform, most ministries will remain unchanged, but the fate of the Ministry of Culture and Information Policy remains uncertain. There is a possibility of disbanding this ministry or reorganizing it, and culture issues can be allocated to a separate body.
