Stanislav Baluyev, who is on the list of 38 candidates for the position of Head of the State Customs Service of Ukraine, has found himself at the center of a series of scandals related to declarations, violations of official discipline, and a negative assessment of his work as Head of the Transcarpathian Customs Service. This was reported by the Anti-Corruption Center "BORDER".
According to anti-corruption activists, in 2021 Baluyev officially divorced his wife, after which he stopped declaring his wife's property. At the same time, the actual divorce looks doubtful. The official's ex-wife Natalia Baluyeva continues to publish joint family photos from vacations in Spain and Slovenia on social networks in 2025. In addition, she regularly posts pictures from Baluyeva's house in Uzhgorod, which indicates cohabitation and living together after the formal divorce.
It is also known that the court deprived Natalia Balueva of the right to drive vehicles due to driving under the influence of alcohol. This fact is also recorded in the court materials.
Separate questions also arose regarding the activities of Baluyev himself as head of the Transcarpathian Customs. An inspection by the Security Service of Ukraine found violations of the requirements for the protection of state secrets. Such actions were qualified as an administrative offense.
In addition, in 2019, Baluyev's work received an official negative assessment. At that time, President Volodymyr Zelensky publicly called for the dismissal of the heads of customs in four western regions of Ukraine due to problems with smuggling. At that time, Stanislav Baluyev was the head of the Transcarpathian Customs. According to the results of the evaluation of his work, he received only 1.4 points and was dismissed from his post.
Baluyev's attempts to appeal the negative assessment and dismissal in court were unsuccessful - the courts refused to satisfy his claims.
Currently, despite this background, Stanislav Baluyev remains among the contenders for the position of Head of the State Customs Service, which raises questions about the criteria for selecting candidates and the actual cleansing of the customs system.
