The State Security Department of Ukraine has signed a contract worth UAH 52 million with “Avtomobilny Dim Atlant” LLC for the supply of 15 specialized vehicles based on the 2025 Volkswagen T7 Caravelle. The purchase was made without competition, and the price for each vehicle significantly exceeds the market value of similar configurations. This is reported by journalists of the “Nashi Groshi” publication.
By the end of the year, 15 SKS-VWCV-PS vehicles, manufactured by Spets-Kom-Service LLC based on the Volkswagen T7 Caravelle minivan, are to be delivered to Kyiv. Each vehicle in the color “black metallic” will cost the state budget UAH 3.47 million. The warranty on the vehicle is four years or 120 thousand km, and for the installed special equipment - six months.
These are eight-seater all-wheel drive cars with a 2.0-liter diesel engine with a capacity of 170 hp, an automatic transmission and an extended safety package. The cars are equipped with pedestrian and cyclist recognition systems, driver fatigue control, airbags and curtains throughout the cabin. Also provided are leather seats, a digital instrument panel, three-zone climate control, cruise control, a rearview camera, parking sensors and two sliding doors with an electric door closer.
The additional equipment includes engine compartment protection, radiator grille, window film and tinting, winter tires with a compressor, as well as a first aid kit, fire extinguisher and basic emergency kit. The cars are equipped with a loudspeaker, flashing beacons and radio training.
Technical specifications indicate that UDO purchased the most expensive configuration — Premium Long 4Motion with an extended wheelbase. In September, such a configuration cost UAH 2.74 million on the supplier’s website, while “Cars App” showed a price starting at UAH 2.79 million. Even taking into account special equipment, the difference with the contract price of UAH 3.47 million remains significant.
The procurement took place without the participation of competitors - no other company submitted a tender.
“Automobile House Atlant”, the official Volkswagen dealer in Kyiv, is owned by the Cypriot company “Khoyru Holdings Limited”, the ultimate beneficiary of which is a citizen of Kazakhstan Pavel Nemitov. Previously, the company was called “Atlant-M” and was associated with a Russian citizen Sergey Savitsky. Since 2017, the company has received government contracts worth more than 268 million UAH.
