On September 2, the Construction Department of the Cherkasy Regional State Administration concluded an agreement with Bud Capital Group LLC for the reconstruction of a residential building for UAH 47.89 million. The work is to be completed by June 2026 at 25 Zahisnyky Ukrainy Street in Uman.
This nine-story large-panel building was damaged by a missile strike in April 2023, killing 23 residents, including six children. Earlier, the reconstruction was started by PE "Umanrembud 2" for the amount of UAH 67.82 million, and later, without bidding, for an additional UAH 23.50 million. The total cost of restoring 99 apartments will exceed UAH 110 million, which makes the average price of one apartment approximately UAH 1 million - significantly more than on the secondary market in Uman.
The reconstruction involves the complete restoration of section No. 1 and partial restoration of section No. 2. The works are financed from the state budget (40.73 million UAH) and the local budget (8.64 million UAH). The project was prepared by the State Research Institute of Building Structures, and the expert report was issued by the branch of the State Enterprise Ukrderzhbudekspertyza in Cherkasy region.
The analysis of the estimate showed significant overpricing of materials. For example, polyvinyl acetate dispersion was purchased at 379 UAH/kg, while it can be purchased on the market for 146–148 UAH/kg. Metal-plastic windows were included at 8,641 UAH/sq. m, twice as expensive as market prices. Gypsum putty and mineral wool insulation were also purchased almost twice as expensive as market prices. The probable overpayment for materials exceeds 4 million UAH.
The cheaper competitor was LLC "Umanrembud 2", but its offer was rejected due to uncorrected errors in the tender documentation and insufficiently proven financial capacity.
Bud Capital Group LLC was registered in December 2022 in Uman and is owned by Roman Usatyuk, Ivan Guchenko, and Volodymyr Tkachenko. Usatyuk and Guchenko also own the company Beton Kompanion Group. Since 2023, the company has received government contracts totaling over UAH 210 million.
