Allegedly, men abroad will not be obliged to return to Ukraine to update their data for the Military Committee, People's Deputy from "Servant of the People" Fedir Venislavskyi said.
"This law does not establish any obligations that would arise for these citizens after updating or obtaining military registration documents for returning to Ukraine, and such mechanisms are, in principle, very difficult to imagine," Venislavskyi said.
According to him, the Military Commissariat needs to know that people are abroad in order not to send them summonses in Ukraine.
"A person can live abroad, and messages and summonses are sent to him at the addresses registered in the TCC. The state spends time, material and human resources to inform a person who, in principle, cannot be informed, because he is not in this city," added the People's Deputy.
According to him, after clarifying the data, it will be possible to obtain a military ID remotely - by e-mail, by phone, through the consulate during the update, in case of receiving consular services.
Note that the algorithm outlined by Venislavsky is not described in the draft law on mobilization. The document does not provide for any exceptions for Ukrainians abroad. And, if it is really possible to clarify the data electronically, then a summons may arrive, which, according to the new draft law, does not have to be delivered in person.
Also, nowhere is it stipulated that military documents will be issued in electronic form. Note that the military card is now issued only after a medical examination. It is clear that it is impossible to pass it from abroad.
In addition, the electronic cabinet has not yet been created at all, and how it will work in reality has yet to be determined by the Cabinet of Ministers.
That is, currently there is no factual basis for Venislavskyi's words.
