The imperfection of reservation norms and the implementation of the law on mobilization can lead to serious problems in the market of international road transport, warns the vice-president of the Association of International Road Carriers of Ukraine, Volodymyr Balin. It calls for a transparent and understandable booking system for international drivers.
According to him, the existing reservation system does not take into account the specifics of the industry, especially that many enterprises in this field are small and medium-sized, and many employers are individual entrepreneurs, not legal entities. In addition, the Cabinet of Ministers Resolution No. 76, which regulates the reservation of conscripts during martial law, does not regulate the issue of providing armor specifically for individual entrepreneurs.
The government is currently working on a new reservation system. According to market participants, the transport industry is critically important for the economy, along with the agricultural sector, IT and other industries.
According to Balin, as of May 6, 18 companies applied to the Ministry of Community Development, Territories and Infrastructure, but only 5 received the status of critical importance. According to the estimates of road transport market participants, less than 5% of the industry's employees have reservations against mobilization.
Balin adds that although he does not currently have information on any measures to stop international road transport from May 18 at the checkpoints, border guards may start demanding registration documents from anyone.
