Officials massively declare elite cars at low prices

In Ukraine, they talked again about reducing the cost of cars in the declarations of officials. Another examples of such "savings" were known after the publications of the investigations of NGL.Media, "Exactly Media" and "Investigation.Info". It is about tens, and in fact - hundreds of cases where the cost of expensive cars in declarations is reduced several or even dozens of times.

Thus, the deputy of the Rivne Regional Council Oleg Stratyuk declared Volvo XC90 in 2016 for 20 thousand UAH. In a comment, he explained that he had purchased a car from the United States after an accident. However, the same car was later for sale for $ 30,000. Similar history - at the Deputy CEO of Kyivzelenbud Arshak Magalov. He declared Audi A4 for 5000 UAH, although the market value of such a car is at least $ 15-20 thousand.

NGL.Media analysts have collected hundreds of similar cases. In particular, the Verkhovna Rada deputy Mikhail Sokolov purchased Toyota Highlander Hybrid 2022 for 10 thousand UAH. He explained it "significant damage", but refused to clarify the details.

Suspiciously low prices for declarant vehicles often do not have documentary confirmation, or are not indicated at all - especially when it is not about property, but about the use of a car. For example, the mayor of Ternopil Sergey Nadal declared that the Audi Q7 was using the Audi Q7 2024 at the price of UAH 750 thousand, although the real market value of the same equipment is more than UAH 4.5 million. In a similar style, former deputy Irina Kormishkina appreciated Mercedes-Maybach S580 at 350 thousand UAH instead of market 12 million.

Lawyers emphasize that such actions may indicate illegal enrichment, hidden assets or false declaration. According to a lawyer of the Center for Combating Corruption Alexei Boyko, hidden gifts or arrangements with further obligations can often be hidden at such low prices.

The NAPC conducts checks of declarations, in particular online. Sometimes these checks have consequences. For example, the cyber police inspector Alexander Baloga was exposed to the cost of Harley-Davidson-instead of UAH 658 thousand, he indicated 50 thousand UAH. At the same time, in the case of another law enforcement officer - Alexander Valuysky, who estimated Hyundai Tucson twice cheaper than the real price, NACC did not apply sanctions.

Laying the cost of a car is not a single phenomenon. According to journalists and human rights activists, it is one of the most common schemes for concealing property, which works due to the imperfection of the inspection system and fuzzy legislation. Whether the state can effectively resist such "savings" - only practice will show.
