According to the analytical report "Corruption in Ukraine in 2024", published by the National Anti-Corruption Bureau of Ukraine (NABU), corruption remains one of the country's most acute problems. The report notes that 91.4% of citizens consider corruption to be very or somewhat widespread. This indicator increased by 3.5% compared to 2023, which indicates the worsening of the problem in public perception.

Areas with the highest prevalence of corruption
Citizens, as in previous years, point to the unchanging nature of the most corrupt areas:
- Judicial system (4.49 on a 5-point scale).
- Customs (4,4).
- Border control (4,26).
The most corrupt businesses are:
- Customs (4.47).
- Granting of permits and extraction of minerals (4.45).
- Public procurement of works and services for construction, repair and maintenance of roads (4.42).

Analysts emphasize that the unchanged list of corrupt areas for four years in a row demonstrates the public's demand for active anti-corruption actions in these sectors.
18.3% of citizens had corruption experience in 2024, which is slightly less than in 2023 (20.8%). The share of entrepreneurs involved in corrupt relations on demand remained almost unchanged — 11.6%.
Initiative corruption among the population is also decreasing: in 2024, 9.2% of citizens (in 2023 — 12.1%) and 4% of business representatives (in 2023 — 3.9%) were the initiators of such relations.
Reduction of corruption in education and stabilization in other sectors
Corruption in the educational sphere shows positive trends:
- In communal kindergartens, the level of corruption decreased by 11.9% to 15.1%.
- In primary and secondary education, the indicator fell by 9.6% and is 12%.
The minimum level of corruption was recorded in the Central Administrative Court, where only 3.8% of respondents indicated corruption experience. At the same time, the largest population encountered corruption in medical institutions — 51.5%.
The share of citizens who independently recognized their corruption experience stabilized at 18.7%. In the business environment, this indicator remained unchanged compared to 2023 and is 23.2%.
The willingness of citizens to report facts of corruption increased to 12.3%, which is 2.1% more than in 2023. However, in the business environment, the trend is reversed, with willingness to report falling to 21.3%, returning to 2021 levels.
