In Zaporizhia, investigators are investigating a large-scale mobilization evasion scheme involving officials of the Unmanned Systems Research Center LLC, a manufacturer of General Chereshnya FPV drones.
Among those involved are the company's former director, Oleksandr Rusakov, founders Yaroslav and Stanislav Hryshyn, as well as a lawyer who coordinated the illegal booking of conscripts.
According to the investigation, the scheme worked on several levels:
-
the enterprise, having the status of a critical enterprise, fictitiously registered men of draft age for work so that they would receive a deferral;
-
Escapes from territorial recruitment centers were organized, removal from wanted lists through the "Oberig" base;
-
false disability certificates and illegal trips abroad were issued;
-
Officials of the CCC and Service Centers changed mobilization status in registers for bribes.
This is not the first scandal surrounding the company. LLC "CDBS" also appears in the scheme of appropriation of budget funds: tenders for the purchase of FPV drones are artificially registered under "General Chereshnya", without the possibility of competition. At the same time, the technical characteristics do not meet market standards.
The company was founded in 2023 by Yaroslav Hryshyn. Within a year, it received billion-dollar government contracts and became one of the key suppliers of drones for the army.
Currently, the State Bureau of Investigation in Melitopol has initiated criminal proceedings No. 62025080100005697 under Part 1 of Article 364 of the Criminal Code of Ukraine (abuse of power or official position).
The only question is whether this case will be a real step towards combating war profiteering, or another imitation of the "fight against corruption."
