The Specialized Anti-Corruption Prosecutor's Office, together with the National Anti-Corruption Bureau of Ukraine, continues to investigate two criminal proceedings related to possible corruption in the actions of officials of Ukravtodor and the Turkish company Onur. These are alleged embezzlement during the repair of the M-05 Kyiv-Odesa highway, for which Onur received contracts in different years.
According to SAP, one of the proceedings concerns suspicious tenders in 2020, when the EBRD and EIB planned to repair part of the Kyiv-Odesa highway. The competition was held outside the Prozorro system, which allowed Ukrdorinvest officials to substitute the documents of the participants. Onur won, although European financiers discovered manipulations and stopped financing. Despite this, the company continued its work and, through legal proceedings, obtained partial payment from the state budget, and is now trying to sue for another UAH 1 billion.
Another case concerns the period 2016–2019 and alleged bribes to the head of Ukravtodor, Slawomir Novak. At that time, NABU had already detained representatives of large contractors, including the owner of Altcom, Oleksandr Tislenko. As part of this case, searches were also carried out at the offices of Onur, but the company escaped direct suspicion.
Despite the resonance, Onur remained a key player in the road market during the presidency of Volodymyr Zelensky, receiving large contracts as part of the “Great Construction”. In 2021, the company’s coordinator in Ukraine, Emre Karaahmetoglu, even joined the management of the Rukh football club, and in 2025 received a state award from Zelensky.
Currently, the fate of Onur's billion-dollar lawsuit against the State Restoration is being decided in the cassation instance, while the SAPO and NABU continue to investigate the facts of possible corruption.
