The head of the budget commission of Kyiv City Council Andriy Vitrenko declared another corruption scheme related to the financing of the construction of the Podilsky Bridge. According to him, a new allocation of UAH 1.18 billion from the city budget is not an investment in infrastructure, but another stage "pumping funds into private hands".
The deputy from the "Servant of the People" faction reported his suspicions on social networks, commenting on a recent decision to finance the final stage of bridge construction. Vitrenko stressed that the total cost of construction has already exceeded UAH 20 billion and that this amount is increasing not due to objective circumstances, but due to manipulation in the estimates.
One example, the deputy called the cost of construction sand: in the contract, its price is 541 UAH per cubic meter, while on the market it ranges from 170-300 UAH. According to Vitrenko, only because of the high price of this one material the city has overpaid more than 23 million UAH.
The politician emphasizes that in Kiev this practice has become systemic. The tenders do not put market prices, but the so -called "average", formed on the basis of a counterfeit price base created by the suppliers themselves. As a result, millions of hryvnias are "legally but regularly but regular".
The prosecutor's office is already trying to prevent this process. As early as December 2024, the Podilsky District Prosecutor's Office filed a lawsuit with the economic court on the contract of the general contract between KP “Directorate of construction of road and transport structures of Kyiv” and a private company that has been building a bridge since 2017. The prosecutor's office demands that the contract be invalidated due to systemic violations.
In February 2025, works on the construction of a second congress from the bridge in the direction of Troyeshchyna began, but the project is again accompanied by scandals. While the bridge continues to be completed, billions of hryvnias disappear from the city budget.
