The State Audit Service found financial violations in Kiev for UAH 444.5 million

Over the past five years, the State Audit Service (State Audit Service) of Ukraine conducted 137 inspections in Kyiv, covering the Kyiv City Council, Kyiv City State Administration (KSCA), district state administrations (RDA), subordinate to them municipal institutions and enterprises, as well as the Kyiv City Military Administration (KMAV). The results of these checks were found numerous violations that led to losses totaling more than UAH 444.5 million. It should be noted that the real amount of violations can be much higher, since not all violations have been included in the general report.

According to the results of inspections, among the largest violators - the Kyiv City Military Administration (KMVA), which was involved in financial violations in the amount of UAH 118.8 million. In addition, a considerable number of violations were found in such structures as the Department of Social Policy of the KSCA (UAH 46.9 million), the KSCA Culture Department (UAH 38.7 million), as well as several metropolitan utility companies.

State auditors have noted numerous cases of overestimation of the cost of works, illegal payments to employees, and the misuse of utility vehicles. Such violations not only caused losses of Kyiv's budget, but also violated the foundations of financial discipline in the capital.

Disorders found in different areas

  1. The KSCA Department of Culture - during a check that covered the period from January 1, 2021 to March 31, 2022, the auditor found that a number of museums, in particular the Museum of History of the Tithe Church and the Museum of Sports Glory of Ukraine, paid "extra" funds for the amount of 8.2 million hryvnias due to the inclusion in the staff. Theaters also recorded inefficient use of funds, in particular, in the amount of UAH 735.9 thousand.

  2. Kyivteploenergo - a municipal enterprise has become one of the largest violators among the city enterprises, with a total amount of financial violations of 16 million hryvnias. However, it should be noted that the company offset the full amount due to reimbursement.

  3. Kyiv City Clinical Hospital №6 - from January 1, 2021 to September 30, 2024, violations in the amount of UAH 15.8 million were detected. Hospital officials illegally paid large amounts to their employees, which led to losses for the budget.

  4. Kyiv Blagostium - a number of violations were detected during the inspections of this organization, in particular, the lack of revenue in the amount of more than UAH 10 million due to the failure to receive personal data of violators and failure to comply with administrative measures for them. In addition, the inefficient use of vehicles and fuel in the amount of about UAH 0.2 million was recorded.

Particularly noteworthy is financial violations in the transport sphere of the capital, where, due to poor control over the use of funds in the Kiev subway, an overdue receivables of UAH 3.9 billion were formed. Because of this, according to the auditors, stopping the construction of a new metro line for the vineyard will lead to additional costs in the amount of UAH 69.4 million.

In addition, the cost of transportation of 60 subway cars, which the capital received as a gift from Warsaw, was recorded for UAH 159.6 million. The Kiev Metro paid the carrier companies 189.3 million hryvnias, which was much more than offered by other carriers-UAH 29.6 million.

The total amount of violations established by the results of audit checks in Kiev may be much higher, since some of them have not been included in the reports provided to the public. According to experts, numerous violations in the activities of the city authorities and communal enterprises indicate a systemic problem in city finances management. At the same time, the materials of inspections that have become the basis for criminal proceedings are not always completed by results that would lead to real penalties.

One of the reasons is the expiration of the limitation period, which is a serious problem for law enforcement agencies that cannot respond quickly to the violations identified. As the mayor of Kyiv Vitaliy Klitschko has repeatedly noted, the investigation often takes too long, allowing officials to avoid responsibility.

Various auditors and bodies that check the activities of subordinate KSCA structures have the opportunity to identify large -scale financial violations, but for real changes in the management of funds, it is necessary to strengthen control over the use of budget funds and improve the promptness of law enforcement agencies in violated cases.

Investigation of these violations and taking appropriate measures should be a priority for the city authorities and law enforcement agencies, if they really seek to reduce corruption and increase the efficiency of using budgetary funds in the capital.
