About 2.7 thousand hydraulic structures - dams, water intake systems and waterwater - are on the balance of one of the state -owned enterprises subordinated to the State Fisheries. However, only 374 of them are entered in the Register of Real Property Rights. This situation creates serious risks: some of the objects are actually left without account, and therefore - under threat of misuse or loss.
The NAPC has established the facts of long - in some places up to 20 years - the use of such objects without concluding official leases. At the same time, the procedures for concluding contracts took place without the participation of the State Property Fund, which is contrary to the legislation. Some officials could receive an undue benefit for this.
Equally indicative is the situation with the seized property. The law allows it to be transferred for the needs of the Armed Forces in the conditions of martial law, but in six regions of Ukraine - in particular in Vinnytsia, Chernihiv, Mykolaiv and Lviv - regional units of the agency did not inform the regional military administrations about such property.
Instead, the NAPC recorded the facts of illegal transfer of seized resources:

commercial structures without appropriate licenses that did not transfer funds to the budget;

individuals under the guise of "storage" or "destruction";

other entities at low prices that created corruption risk.
The results of compulsory penalties are also striking. Of the over UAH 2.1 million, which were recovered in 2024, only 36 thousand hryvnias came to the budget. In the Nikolaev area, 39 thousand were actually charged with penalties of UAH 2.1 million, 28 thousand in Odessa - 28 thousand from 1.1 million, in Cherkasy - 23 thousand of more than a million.
Special attention was paid to personnel policy: fishermen is appointed persons related to business in the field of water -related areas. Some of them have real estate in coastal areas, which creates a conflict of interest and the risks of abuse - especially in the territories under the control of the Kiev fisheries patrol.
At present, no systemic reaction by the central apparatus of the State Fisheries Agency has been recorded.
