Commissioner for Human Rights Dmytro Lubinets expressed his strong condemnation of the actions of TCC employees (territorial recruitment center), who apply physical pressure and kidnap Ukrainian citizens right on the streets.
Lubinets believes that TCC do not have the right to demand verification of documents, select them or physically detain Ukrainian citizens. He emphasizes that such actions are not within their powers.
"The main issue raised by the citizens of Ukraine is the inconsistency of the mandates of the TCC. This is when they demand to check documents, take away documents and physically detain Ukrainian citizens. They do not have such rights," he said.
According to Lubinets, cases when TCC employees use physical force against citizens are particularly infuriating. He confirmed that his office receives complaints about such events.
"I will not say that they are systemic, or that there are many of them, but we are also approached with such cases. Everything is very simple. I open proceedings and direct all inquiries. We also sent monitoring checks to some TCCs," Lubinets added.
As soon as the facts are confirmed, the ombudsman brings the matter to the management level for disciplinary proceedings, and the higher administration decides on the punishment of its subordinates.
We will remind that the executive committee of the Dnipro city council approved the draft decision on the creation of special precincts for alerting and search groups for conscripts from January 12.
