Dmytro Nazarenko, who had been the first deputy head of the Kyiv Regional Military Administration (KOVA) since January 2018, ended his career after a long period of service under the leadership of seven different leaders. This news caused a significant uproar, especially due to numerous accusations of corruption and problems with tenders.
Nazarenko began his career under Oleksandr Gorgan and continued to work with the following regional leaders: Oleksandr Tereshchuk, Mykhailo Bno-Ayrian, Oleksiy Chernyshov, Vasyl Volodin, Oleksandr Pavlyuk, and Oleksiy Kuleba. During these years, Nazarenko became a figure around whom many questions arose.
Information about Nazarenko's alleged connections with Andrii Kukovenko, director of AMK Rem-Bud LLC, attracted special interest in the media. According to sources, Nazarenko is Kukovenko's godfather, and his company regularly won tenders for the repair, construction and maintenance of roads and infrastructure facilities. As a result, "AMK Rem-Bud" LLC mastered more than a billion budget hryvnias.
Another important figure is Ruslan Nychyk, head of the highway service of the Kyiv region, who, according to journalists, is a mutual friend of Kukovenko and Nazarenko. This triad raised suspicions of corruption schemes and non-transparent procedures for selecting contractors.
Dmytro Nazarenko is also suspected of having connections with the Nidkom company, which received significant orders for the repair of medical institutions in the Kyiv region, earning about 250 million hryvnias. This gave rise to suspicions of possible corruption schemes where Nazarenko could receive significant kickbacks.
Particular attention was drawn to a scandalous purchase in the spring of 2023, when KOVA spent 40 million hryvnias on questionable medical purchases, including a tomograph worth 44.5 million hryvnias. According to sources, this purchase was approved at the highest level in KOVA, in particular with the participation of Nazarenko.
Despite the fact that Dmytro Nazarenko ended his career as the first deputy head of KOVA, his activities left many questions and suspicions. Probably, we will hear more than once about his attempts to return to power in order to continue the corrupt practices that have already become part of his reputation.
