By February 4, all "limited fit" conscripts must pass the VLK

According to the legislation adopted in March 2023, citizens of Ukraine who previously received the status of "limited fitness for military service" are required to undergo a repeat military medical examination (MMC) by February 4, 2025. This requirement was established due to the abolition of the "limited fitness" status, which now excludes the division of fitness for service into categories.

As lawyer Dmytro Donchak explained, a repeated medical examination should determine whether a person is capable of serving in certain units of the Armed Forces or in military support units. If the state of health has not changed, then the conscript will receive confirmation of fitness to perform tasks in specific areas of military service, such as:

  • TCC (territorial procurement centers);
  • educational centers and institutions;
  • units of logistics, communications, medical and operational support.

It is important to note that the law has some ambiguity in wording. In particular, it is not clear whether a person should independently apply for a VLK or wait for a call from the TCC. Some citizens rely on the resolution of the Cabinet of Ministers of Ukraine No. 560, which states that conscripts with an active deferment are not required to undergo a medical examination.

However, according to the TCC, the initiative should come from the conscript himself. If the requirement is ignored by the set date, there may be difficulties with the extension of status or other aspects of military registration.

Possible consequences

In case of non-fulfilment of this duty, fines are provided:

  • minimum - 17 thousand hryvnias;
  • the maximum is 25.5 thousand hryvnias.

The lawyer advises not to delay passing the VLK, even if you have a reservation or postponement. This will avoid legal problems in the future.

The purpose of the re-assessment of fitness for service is to optimize the registration of conscripts, to determine the real possibilities of involving citizens in the performance of official duties, as well as to ensure the proper readiness of the defense system of Ukraine in conditions of martial law.
