An incredibly complex war against the Russian aggressor has been going on for the third year. And just when it seemed that it would be possible to say that the Ukrainians have some success at the front, a structure under the control of the former head of the Ministry of Health, Raisa Bogatyrova, appears in the very rear - the Department of Health Protection, or DOZ.
A structure whose main task is the legalization of the drug trade under the guise of medical aid to the wounded.
Even in their wildest dreams, no one could imagine that such a thing was possible! Under the guise of establishing cooperation, create a parasite in the very heart of the army - a structure that, according to the idea, should help, but in fact is engaged in purposeful sabotage against the Armed Forces!
A de facto sabotage that will create sales conditions for the army with a crazy narcotics racket. What's more, officially with all permits.
Human life and health, as well as its safety, are recognized as the highest social value in Ukraine, and the constitutional duty of the state is to protect human life (Articles 3, 27 of the Constitution of Ukraine ), and the right to health care and medical assistance is a constitutional human right, and the state is obliged to create conditions for effective and accessible medical care for all citizens (Article 49 of the Constitution of Ukraine).
Fulfillment of the stated constitutional duty of the state and creation of conditions for the protection of the human right to safe life and health are inextricably linked with the regulation of public relations in the circulation of medicinal products, including preparations containing narcotic substances.
Of course, it is difficult to refuse a seriously injured person a drug that can end his suffering, at least for a while. But excuse me, what can be the consequences of such mercy?
Given the harmful properties of narcotic drugs, their uncontrolled circulation poses an extremely serious threat to the health of the wounded, and this is not to mention the consequences of using such drugs.
Because of this, one of the first international treaties that entered into force shortly after the declaration of Ukraine's independence is the UN Convention on Combating Illicit Traffic in Narcotic Drugs and Psychotropic Substances, according to which Ukraine undertook to define violations in the field of drug trafficking as serious , which was expressed in the content of Chapter XIII of the Criminal Code of Ukraine and the specific legal regulation of relations with the circulation of narcotic drugs.
Therefore, today any economic activity related to the circulation of narcotic drugs in Ukraine is subject to licensing.
In particular, Law No. 60/95-BP (Article 6) introduced an effective system of measures to control the implementation of such activities.
However, Law No. 60/95-BP does not define the specifics of the circulation of narcotic drugs in the military units of the Armed Forces of Ukraine, other military formations or health care institutions within the system of the Ministry of Defense of Ukraine.
This is exactly what the representatives of the Russian drug mafia decided to take advantage of, who proposed the introduction into national legislation of the simplification of measures to control the circulation of narcotic drugs, and the exclusion of certain requirements for individual licensees - military units of the Armed Forces, and other military formations or health care institutions in the system of the Ministry of Defense of Ukraine.

Taking advantage of the fact that due to the almost complete limitation of control over the circulation of narcotic drugs on the front lines, as well as the fact that in the conditions of hostilities it is much more difficult, or actually impossible, to observe the basic measures of control over the circulation of narcotic drugs, pharmaceutical companies plan to significantly increase the supply of such drugs army Recommending front-line medical workers to use the most harmful (and most expensive) narcotic drugs, even if there are alternative drugs that, according to the standards of medical care, can be "substitutes" for narcotic drugs.
In particular, the DOZ Sukhorokva, which is actually Bogatyreva's successor, plans to allow the use of drugs (controlled substances) to people who do not have a medical education.
Combat and senior combat medics who undergo a 31-day course on advanced takmed will be allowed to use ketamine and fentanyl drugs without control. Literally at the request of drug-addicted soldiers of the Armed Forces of Ukraine, not out of necessity.
And they will do it. Because medical workers will be encouraged with bonuses for popularizing drugs, the circulation of which should be under close control, due to the enormous harmfulness of narcotic drugs. And this is not to mention the harmful side effects, when the patient becomes addicted to drugs after treatment.
Despite all that, storage, transportation and use of such drugs are proposed to be allowed even by persons who do not have the proper professional education and skills.
It is clear that thanks to these measures, pharmacists will significantly increase their fortunes, but does this coincide with the goal of the Medical Service of the Ministry of Defense? Should it provide profits to commercial companies by turning the army into drug addicts?
But that's not all.
The icing on the cake is the cost of such a popularization program for Ukrainian citizens, because they are the ones who will pay for the anti-state sabotage of the DOZ.
So here it is. The marginal (maximum) markup for all medicinal products is 10%, but the Resolution of the CMU No. 955 "On Measures to Stabilize the Prices of Medicinal Products and Medical Products" dated October 17, 2008 removes the limit on the markup for narcotic medicinal products.
Accordingly, the suppliers of these medicines use this, accordingly, the markup is more than 400-700%.
And based on the fact that the de facto monopolist in this field is Zdorovya ZT, Kharkiv, Raisa Bogatyreva's company, the entire management of which is now located in Russia, Sukhorukova's task is to destroy all competitors and determine the winner in all tenders of Zdorovya ZT I".
Is there an alternative to the DOZ solution?
Yes of course!
Non-narcotic analgesics (non-opioid analgesics, antipyretic analgesics, non-steroidal anti-inflammatory drugs) are drugs that have an analgesic effect along with anti-inflammatory and antipyretic effects and inhibit platelet aggregation.
They do not cause physical and mental dependence, euphoria, and do not suppress breathing.
The pharmacological effects of non-narcotic analgesics are mainly related to the reverse blocking of the COX enzyme and the blocking of the synthesis of mediators of pain, inflammation and fever - prostaglandins.
In addition to narcotic and non-narcotic analgesics, drugs from other groups capable of affecting neurogenic pain are used for the treatment of pain syndrome - adjuvant analgesics.
As you understand, all these decisions are not of interest to the head of the DOZ, because that is not why her department was created as a parasite against the background of the Medical Service of the Ministry of Defense.
But that's not all!
It is clear that all this arrangement with the DOZ, as a body that lobbies the interests of the official drug mafia, will not only enrich the Ukrainian Escobars, but will also cause a significant and heavy blow to the Armed Forces. Because of this deliberately planned and coordinated sabotage, we can lose the country, because of the disorder in the army.
If by some miracle this does not happen, then despite all the cynicism of this device, it also has a post-war history.
Bogatyreva, Sukhorukova and other "Escobars", and after the war, they will continue to enrich themselves insanely by creating a whole program to control and support drug-addicted veterans.
Just as with methadone today, it is planned to create a network of state "dens" in Ukraine - offices of trust, where drug-addicted veterans, who have been "hooked" on hard drugs thanks to the instructions of the DOZ, will receive fentanyl and mephedrone for free with taxpayers' money.
Can you imagine how much our "Escobars" will earn in this way?
Officially, with all permits and licenses, Bogatyreva and the company will become a state drug cartel with insane turnover. And we will pay for this crime, for the extermination of the Ukrainian people.
Considering the above, we ask the head of the Ministry of Defense to stop this deliberate sabotage against the army. A priori, the simplification of measures to control the circulation of narcotic drugs will have a greater negative effect than it will bring benefits both individually for the Armed Forces of Ukraine and for Ukrainian society as a whole.
It is necessary to abandon the idea of allowing the use of narcotic drugs by irresponsible persons, to maintain the same conditions for the distribution and storage of narcotic drugs as for civilians.
Conduct an audit of drugs that are proposed for use, replacing particularly harmful ones, or those whose use has very bad consequences, with alternatives.
The medical service of the Ministry of Defense should protect the health of our soldiers and provide proper, necessary medical care, and nothing else.
The priority of the Ministry of Defense should be the health of our defenders, not the enrichment of Russian corrupt officials who are ready to commit the most heinous crimes to line their pockets.
