The People's Deputy from the "servant of the people" Roman Kaptelov, who got into the Parliament on Pavlograd, was in the center of the scandal. Scheme reporters found out that the deputy's family lives in Moscow, his wife works in a Russian state institution connected with the Kremlin's Warrior project, and Kaptelov himself declared neither children nor a share of an apartment in the Russian Federation worth about UAH 6 million.
Following the publication of the NABU and SAP investigation, criminal proceedings were opened in the Declaration. If the fact of inaccurate declaration of property is confirmed, the deputy faces up to two years in prison.
According to journalists, Yevgeny Kaptelova, the wife of the People's Deputy, since December 2023 he received his salary from the Moscow budgetary institution, which cooperates with the patriotic project "Warrior" - the center of ideological processing of young people, loyal to Putin's regime.
In January 2022, she left Ukraine with her children. The family met a full -scale war in Moscow and stayed there. After that, his wife was employed in the state structure related to the propaganda projects of the Russian Federation.
Nevertheless, Kaptelov did not specify children at all in his declaration for 2023, although according to the state registers he is officially their father. Also, the deputy did not declare an apartment in Moscow with an area of 100 m², a third of which belongs to his wife and children. The co -owners of the housing are also the parents of the wife.
Journalists also drew attention to the questionable coincidence in the schedule of the absence of Kaptelov at meetings of the council. For example, the days when his wife flew from Moscow to Turkey coincided with his absenteeism in parliament. In the VRU system, it is stated these days as "absent".
This may indicate a trip to the family abroad in the midst of the war, at the same time, the deputy was not celebrated by public activity - almost no speeches from the podium.
Prior to his election, Roman Kaptelov had the name Migrin, studied at the Moscow Social University, was published in scientific journals of the Russian Federation and organized youth events in Sevastopol. In 2015, he took the name of his wife-Kaptelov. In 2019, he went to the Council in 38 districts.
In Ukrainian politics he was remembered primarily by scandalous statements, called Ukraine a "puppet of Europe", did not support the law on decolonization, but voted for urban planning reform, which weakens public control over developers.
Kaptelov himself argues in a comment to journalists that "does not have information about the property of his wife" and the children "are not legally legally". But the state registers refute these statements - he is married and officially recorded as the father of children.
NABU has not yet disclosed the details of the case, but have already opened proceedings for possible false declaration of property in the amount of more than UAH 1.5 million - a direct composition of a criminal offense.
