These maneuvers raise many questions - in particular, about the sources of income of the official.
The declaration of Sergey Chernyavsky includes only two cars: the old Volkswagen Golf Variant (2012) and Kia Rio (2007). However, even these machines, the market value of which - hundreds of thousands of hryvnias - for some reason have not been estimated in the documents.
But the Toyota Camry 2019, which is used by the Vice -Rector, belongs to his relative. Although this car costs about UAH 1 million in the market, the declaration does not mention its price or terms of use. This is a typical example of "masking" of wealth through relatives.
For 2023, Chernyavsky declared UAH 1.1 million in salaries in the NAV and another 7 thousand in the Ministry of Education, where he is a member of one of the commissions. His wife, who works in a scientific institution, received 229 thousand hryvnias.
Nevertheless, the family saves more than $ 45,000 in cash and several hundred thousand hryvnias. Where such amounts of funds come from - a question is rhetorical, because officially declared income does not explain it.
The history of Sergey Chernyavsky is a classic example of how officials bypassing the law reduce or hide the real value of property. Apartments and machines are issued for relatives, data in declarations are manipulated or “available from view”. As a result, the gap between the official salary and the real standard of life of the official is striking.
This is the next signal for NAPC, NABU and society - checking the property of the Vice -Rector of Chernyavsky should be an example of the fight against dishonesty in the ranks of those who teaches future police officers.
