The StopCor team analyzed the declarations of the head of the Kyiv City Employment Center Dmitry Novitsky and his family and found a number of circumstances that may indicate possible conflicts of interest and the opaque origin of capital.
According to the declaration, in 2024 Dmitry Novitsky declared 418 thousand euros and $ 361 thousand in cash. His wife Maria is even more: 438 thousand euros and $ 350,000. The family keeps more than $ 1.5 million in cash, which is over UAH 60 million at the current rate.
The official salary of Novitsky himself for 2024 - just over UAH 700 thousand. Wife's earnings - more than UAH 2.5 million. It is worth noting that the official has been working in the employment center system only since 2023: first by an advisor, then by the director.
Maria Novitskaya owns share in Ukrainian and foreign companies. Among them:
- 100% at Atlant City LLC,
- 50% at LLC “Shumlyche”,
- 50% at the Avtolivmash Machine -Building Plant LLC,
- 100% in Mari Invest Development (Hungary).
In addition, it has accounts with banks in Italy, Spain and Hungary.
Analysis of registration and telephone numbers shows that Maria Novitskaya has a common address with Vice president of Kyivmiskbud Svetlana Novokhatskaya. Mary is probably a daughter of Novokhatskaya, and Dmitry Novitsky is her son -in -law.

It is worth mentioning about the cohabitant of Svetlana Novokhatskaya - Igor Petishak, who holds the position of Head of the Department of Prevention and Detection of Corruption in the Accounting Chamber of Ukraine. It is this body that has the right to control public funds, in particular in the field of employment.
