In Ukraine, the issue of economic reservation for employees is again being actively discussed, which is caused by the need to increase the transparency of wages and fill the state budget. As Forbes reports, the government is considering the possibility of providing economic reservations for persons with a monthly income of 34,500 to 35,000 hryvnias.
According to Forbes, in order to receive armor, a person must earn at least 34,500-35,000 UAH per month. According to the chairman of the economic committee of the Verkhovna Rada, Dmytro Natalukha, this will allow salaries to be brought out of the shadows and, in general, to increase the average salary. Economy booking can add up to UAH 10 billion per month.
"Of course, this is a positive decision that will create equal and transparent conditions for everyone, but this is only the first round. The disadvantage of this model is that it does not cover small businesses," said Natalukha.
According to him, two booking scenarios are currently under consideration:
- A separate procedure, thanks to which conscripts can get reservations based only on the salary level. Such a mechanism is suitable for a business that does not fall under the criteria of a critical enterprise.
- The salary criterion will be added to the already valid Cabinet Resolution No. 76, according to which employees of enterprises critical to the economy are booked.
Natalukha claims that there are about 1 million people of military age in Ukraine, about whom the state knows practically nothing, except for their identification numbers. They are still not officially employed and are in the shadows.
It is assumed that economic reservation was taken up again in order to cover certain expenses for which there is a critical lack of money from the state budget.
The other day, Prime Minister Denys Shmyhal said that the Cabinet of Ministers is preparing a number of measures based on the "fight or work" principle, trying to bring the job out of the shadows and the salary "in envelopes".
We will remind that the Verkhovna Rada developed three concepts of economic reservation from mobilization. Among the options that have been proposed by the legislators are the payment of a special levy for the reservation of workers, salary-based reservation, a mixed reservation model.
