Due to the active phase of the war started by Russia, the population of Ukraine has undergone significant changes. According to economist Oleh Pendzyn, who is a member of the Economic Discussion Club, approximately 18 million people lived in Ukraine before the war. After the start of the war, the situation changed dramatically: about 6.8 million Ukrainians went abroad, including about 4 million people of working age.
Today, there are about 14 million able-bodied people left in Ukraine, but a significant part of them work in different sectors of the economy with different levels of employment. Of this number, approximately 6.5 million are employed in legal business, paying taxes, and about 3 million receive wages from the budget. This includes workers in the security and defense sector that ensure the country's stability.
As the Deputy Minister of Economy of Ukraine Tetyana Berezhna noted, there are now about 8 million economically inactive people in Ukraine - people who for various reasons do not have a job. Berezhna emphasized that the government should concentrate its efforts on activating these citizens, because their involvement in the economy is critically important for maintaining economic stability.
In the conditions of the war, the question of mobilization became even more urgent. Earlier, Prime Minister Denys Shmyhal noted that 98% of summonses were sent to people who do not pay taxes. However, Pendzyn drew attention to the fact that the distribution of summonses was carried out by territorial procurement centers (TCC) and the Ministry of Defense, and not by the State Tax Service, which does not have access to the taxpayer database.
