After posting bail in the amount of 12 million hryvnias, the former head of the Odesa Regional Territorial Center for Procurement and Social Protection, Yevhen Borisov, was again detained by law enforcement officers.
The Bureau received information that Borisov planned to leave the pretrial detention center after paying the bail and hide from the investigation, in particular to go abroad. DBR employees detained him and presented a new charge of organizing the legalization of illegal income in the amount of more than 142 million hryvnias (Part 3 of Article 27, Part 3 of Article 209 of the Criminal Code of Ukraine).
We will remind, criminal proceedings are already underway against Borisov under several articles of the Criminal Code of Ukraine. In 2023, he was detained by the SBI and the court ordered a preventive measure in the form of detention with the possibility of a bail of 150 million hryvnias. Later, the courts reduced the bail amount to 12 million hryvnias.
The former military commissar has already been charged with the following crimes:
- acquisition by a civil servant of assets, the value of which significantly exceeds his legal income (Article 368-5 of the Criminal Code of Ukraine);
- failure to report for duty without valid reasons during martial law (Part 5 of Article 407 of the Criminal Code of Ukraine);
- evasion of military duties by deception during martial law (Part 4 of Article 409 of the Criminal Code of Ukraine).
These articles provide for punishment in the form of imprisonment for up to 10 years. Procedural management in the case is carried out by the Specialized Prosecutor's Office in the field of defense of the Southern region and the Office of the Prosecutor General.
What is known about Borisov's case?
The National Agency for the Prevention of Corruption (NACP) established that the former Odesa military officer had illegally enriched himself in the amount of almost 190 million hryvnias. Journalistic investigation showed that in 2022 his mother bought a villa in Spain for more than 4 million euros, and in 2023 – a Mercedes-Benz EQV car for almost 3 million hryvnias.
Law enforcement officers also discovered that Borisov's mother-in-law had purchased several expensive cars during the last years of the war, including a Toyota Land Cruiser Prado, a Mercedes-Benz G 63 AMG and a Toyota Land Cruiser, without having sufficient legal income for such purchases.
The wife of the former military commissar also purchased office space in Spain worth 737,000 euros without proper legal income. According to the SBI, Yevhen Borisov tried to escape from the investigation, constantly changing his phone numbers, cars and places of stay, but he was detained in Kyiv two days later.
In July 2023, Borisov appeared in court wearing brand-name clothes of well-known Italian brands. For example, his shoes alone cost almost $700.
