The tender for the production of temporary tombstones for the National Military Memorial Cemetery was won by a company that specializes in trading in auto parts. At the same time, its director is probably at the same time the chief accountant of another participant in the competition.
In May, an open competition worth over UAH 50 million ended. Three thousand wooden crosses for temporary burials are planned for these funds. According to the requirements, 250 of them should be ready for two weeks - probably through the first burial ceremonies in May.
Three Kiev companies took part in the purchase:

PE "Cardan Motorz Plus" - suggested to fulfill the order for UAH 49.34 million;

Karsche LLC - UAH 50.04 million;

Style-Center LLC-UAH 50.07 million.
The winner of the auction was Cardan Motorz Plus with a minimum pricing. At the same time, none of the other participants reduced the initial cost during the auction, which raises suspicion of the competitiveness of the procedure.
The winner is officially engaged in wholesale auto parts. Its authorized capital is only 1 thousand hryvnias. The documentation states that for the execution of the order the firm leases the necessary woodworking equipment.
In a comment to journalists, the director of the company Oksana Ustich stated that the company has experience with wood from 2010-2015. To clarify about the use of her own FOP, which she registered shortly before the tender announcement, she replied that she did not plan to involve it in the contract.
According to analytics with YouControl, in 2024 the company declared income of UAH 10.29 million. For comparison, in 2023 its income amounted to 90.5 thousand UAH, and in previous years - did not exceed several hundred thousand hryvnias.
The journalists paid special attention to the connection between the winner and another participant in the tender - Karsche. The latter's website states that the main accountant is the same Oksana Ustich. She herself answered the question: "I do not know, I can't explain."
Subsequently, Karsha was reported that Ustich had allegedly dismissed. But to confirm the date of dismissal or to provide additional information about it.
Karsche LLC specializes in the organization of exhibitions and congresses. In 2019, in particular, the firm participated in the preparation of the stand for Ukroboronprom. The presence of professional competence in the production of wooden tombstones is also not confirmed.
Journalists asked the winning company with a number of questions: on the purchase of timber, employees involved, the forms of calculations, as well as the reasons for the sudden increase in income. There was no answer - the company was referred to a trade secret.
The situation around the multimillion -dollar tender raises the question of the choice of the winner, the transparency of the procedure and the potential conflict of interest. The participation of little -known companies with low income, dubious relationships and lack of experience - in the limited time of implementation of the state project - calls doubt the proper execution of the order.
There is currently no official reaction from the customer or law enforcement agencies to check the tender participants.
