While the head of ARMA, Elena Duma, tells about zero corruption, elite hotels, sanatoriums and other arrested real estate continue to make profits ... But not the state. Only 20% of the transferred property was actually transferred to the management, the rest - millions by the budget.
Judging by the official audit of the Accounting Chamber, since the beginning of 2022, the ARMA received 684 court rulings for the transfer of property, but executed only 135. The rest - forgotten in the archives or left in the "temporary" management of previous owners. Losses - over UAH 850 million. Some of the objects-under the nose of high officials: it is hotel "Tourist", "Friendship", "Central", sanatoriums in Koncha Zaspa, the Carpathians and Transcarpathia.
The worst part is that some of these facilities can make profits for businessmen associated with the aggressor country. One example is hotels in Odessa, which is associated with Lina Akivison, the daughter of a Russian businessman from St. Petersburg. Despite the arrest, no manager from the state is appointed. Instead, the Central Hotel continues to work in the center of Odessa and declared almost UAH 2 million in 2024.
A similar situation in Kropyvnytskyi, Kiev, Kharkiv, Transcarpathia. Even in the case of the October sanatorium in Koncha Zaspa, the cost of which was reduced by 16 times-from 944 to 60 million UAH-there were no people who want to manage for some reason. But the business there, obviously, did not stop.
Public promises of the head of the ARMA Elena Duma about the transparency of managing the arrested property are broken down into statistics: in the first quarter of 2025, these objects brought the state only 3% of the expected income.
Why does the state not want to make money already arrested? Because "toxic" on general property-such as the house of trade unions or Gulliver-is removed from the shadows, and everything else, less media, simply closing the eyes. They win - the same. Loses - the budget.
