JSC "Khorolsky Milk Canning Plant for Children's Products" and affiliated companies controlled by former MP from the Party of Regions and the Renaissance party Vitaliy Khomutynnik appear in a large-scale scheme of tax evasion, illegal VAT refunds, and withdrawal of funds abroad.
According to complaints and investigation materials, the key role in the scheme is played by LLC "Trade Group "Alliance", LLC "Unitrade" and a number of "shim" enterprises. The mechanism looks like this:

fictitious export transactions with baby food and powdered milk are being executed;

According to documents, products are sold to foreign companies from offshore jurisdictions;

Prices in contracts are inflated, which allows for illegal VAT reimbursement from the budget.
In reality, the goods are either not supplied at all, or are sold on the domestic market for cash without being reflected in official reporting.
A separate direction is trade with the Russian Federation through intermediaries in the CIS countries. In particular, the products of the Khorolsky plant "transit" through Kazakhstan and Armenia to the Russian market. To cover up, documents are drawn up with false data about the end consumer.
The profits are legalized through company accounts in Ukraine and abroad, and then invested in real estate and business assets in the EU. The scheme involves connections with officials of the State Tax Service and the State Customs Service, who provide the "green light" for paperwork and cover-up of dubious transactions.
In this regard, a repeated complaint was filed with the regulatory and law enforcement authorities with the demand:

to conduct a comprehensive audit of the activities of JSC "Khorolsky Milk Canning Plant for Children's Products" and affiliated structures;

establish real production and sales volumes;

check the legality of VAT refund;

block illegal export operations and stop the supply of products to the Russian Federation;

to bring to criminal responsibility both the organizers of the schemes and the officials who "cover" them.
The history of the Khorolsky Dairy Plant once again demonstrates how, under the guise of baby food production, shady business models are created that suck money out of the budget, support the economy of the aggressor country, and fill the pockets of former politicians and their partners.
