How and when will the mobilization law come into effect?
More details on when individual provisions of the law on increased mobilization, which Zelensky signed today, come into force.
1. The law enters into force one month after the day following its publication. It can be assumed that it will be published in the near future, that is, it will enter into force after May 16.
2. At the same time, the provisions of the law relating to military transport service (transport mobilization) will come into force in 8 months, i.e. from mid-January 2025.
3. Conscripts and those liable for military service must update their data within 60 days after the law enters into force, that is, by mid-July 2024.
Those persons who are not in Ukraine and have been removed from military registration due to being abroad must re-register within 30 days from the date of entry into force of a separate resolution of the Cabinet of Ministers on the registration of citizens abroad.
4. Starting from September 1, 2025, basic military training for all students will begin. Also, starting from September 1, 2025, military training will begin for those who want to hold positions in the civil service or in the prosecutor's office for the first time. The requirement to have such military training to take up a position will come into effect a year later. Starting from September 1, 2026 or from the moment martial law is lifted.
5. Within a month from the date of publication of the law (i.e., by mid-May 2024), the Cabinet of Ministers must develop acts necessary for the functioning of the law, as well as ensure the work of recruiters in administrative service centers and employment centers, in order to attract people to military service.
6) Electronic offices must be operational within 2 months from the date of publication of the law. That is, by mid-June.
7. By mid-July 2024, automated data exchange between the electronic registry and the disability data bank will be operational.
8. Within 3 months after the publication of the law, that is, by mid-July 2024, the Cabinet of Ministers must take measures to verify the conclusions of MSEC (medical and social expert commissions) on the establishment of disability for persons aged 25-50, adopted after February 24, 2022.
