To receive about UAH 11,000 in pension in 2025, a Ukrainian needs a long insurance record and a high "white" salary. Approximate calculations show: the average official salary over the years of work should be at least UAH 31,400/month. It is from the contributions paid to the PFU that an individual coefficient is formed, which determines the amount of the payment.
The minimum requirements for seniority are increasing every year. In 2026, they will look like this: at age 60 - 33 years of seniority, at age 63 - 22 years, at age 65 - 15 years. The trend continues: by 2028, it will take 35 years to reach age 60, and 25 years to reach age 63.
Separately, for 2025: women can retire at age 60 with at least 32 years of service. Mothers of five or more children or mothers of a disabled child are entitled to a pension from age 50 with at least 15 years of service.
You can buy additional years of service voluntarily. In 2025, one month costs 1,760 UAH (this is 22% of the minimum wage of 8,000 UAH). Payment is made officially, and the purchased period is counted towards the insurance period for the right to a pension.
The pension formula is "tied" to the average official salary for the entire length of service and contributions paid. So it is not about a one-time high salary, but about a stable legal salary over a long period. If part of the career was worked out on minimal contributions or "in the shadows", the final coefficient will be lower, and may "not reach" 11 thousand.
The key to a targeted pension is official contributions from a decent salary + the required length of service. If necessary, additional length of service can be purchased, but it is cheaper and more effective to increase the "white" salary and continuously pay the social security contribution.
