A large-scale scheme of illegal transfer of municipal land plots for use by controlled companies has been uncovered in Kyiv. According to the investigation, representatives of the city government and a business group associated with the Karpenko family were at the center of this story.
In particular, in criminal proceedings No. 520250000000000427, conducted by the National Anti-Corruption Bureau of Ukraine, Anatoliy Karpenko appears - co-founder of PrJSC "Polyus" and a long-time associate of Kyiv Mayor Vitaliy Klitschko. It was his structure that received land plots in the capital without holding auctions and at low rental rates.
Investigators found that land plots that were supposed to be used for the development of administrative infrastructure were actually turning into spontaneous markets. One example is the territory of the Troyeshchyna-Fermer market, where the lease was extended without competition, and there was no control from the municipal inspectorates. This led to chaos - spontaneous trade, transport problems, violations of sanitary standards and inconvenience for local residents.
According to the investigation, the scheme worked thanks to the "tacit consent" of Kyiv City State Administration officials, who ignored obvious violations. The possibility of the creation of an organized group that deliberately circumvented legislative procedures for the purpose of illegal enrichment is currently being investigated.
The investigation is ongoing, and society is waiting for answers, as the story of land fraud has once again raised questions about the transparency of municipal property management in the capital.
