A scandal is unfolding in Dnipro around the tender for the reconstruction of the building of the KNP "City Clinical Hospital No. 4". According to sources, the city mayor Borys Filatov, his deputy Igor Makovtsev and the director of the Capital Construction Department Anton Zuev organized a purchase for 107 million hryvnias from a controlled enterprise LLC "SK STROYINVEST".
On June 11, 2025, the procurement was announced, and on July 18, the contract was signed with the sole participant, the company "STROYINVEST". Formally, the bidding met the requirements of military legislation, but the conditions were written in such a way as to eliminate any competition. The contract provides for a "dynamic price", which allows changing the estimate during the work.
Analysis of the contract shows a systematic overestimation of the cost of construction materials - concrete, reinforcement, and other elements exceed average market prices by 25–30%. This creates a risk of additional costs from the budget and the withdrawal of funds through the contractor.
Journalists and public activists filed a complaint with the competent authorities demanding to conduct an inspection of the activities of the Dnipro City Council and LLC "SK STROYINVEST", to establish the facts of overpricing and non-transparent tenders, and to hold the guilty officials accountable.
The scandal calls into question the transparency of budget spending during wartime and the effectiveness of public procurement control in Dnipro. Local authorities may find themselves under close scrutiny by law enforcement and anti-corruption agencies.
