Kyiv law enforcement officers have uncovered a long-standing scheme to embezzle funds for the reconstruction of elevators in residential buildings. According to the investigation, at least UAH 100 million was withdrawn from the Kyiv budget in 2023–2024. This is reported by the KV publication.
The key role in the scheme was played by the Kyivbudrekonstruktsiya enterprise, led by Anatoly Suldin. The utility company acted as the customer for the works for four contractors:

LLC "Masterlift" (336 million UAH),

LLC "Unit-L" (267 million UAH),

Elevator Service LLC (185 million UAH),
-
MP "Promkompleks" LLC (UAH 27 million).
In total, UAH 815 million was spent on tenders.
How the scheme worked
The tender documentation specifically specified technical requirements that were only suitable for elevators from two manufacturers – LLC “Zavod Euroformat” and TDV “Ukrliftservis”. This made it impossible for other companies to participate and created the illusion of competition.
At the same time, the contractors were interconnected: they rented premises at the same factories, had common subcontractors, and transferred funds through "fictitious" companies to convert money into cash.
Equipment prices were inflated by tens of percent.
For example, an elevator for a building at 18-B Ivasyuka Street (Obolon) cost the city UAH 1.57 million, while the market price was about UAH 1.1 million. Similar cases were recorded at Trostyanetska, Symyrenko, Sevastopolska, and other addresses.
In August 2025, the police conducted a series of searches:

More than 160 contract agreements were seized from the CP office,

in the apartment of director Anatoly Suldin - an iPhone 15 Pro phone,

the head of the tender department has a Redmi phone.
Suldin is already involved in another case involving the embezzlement of funds for elevator renovations.
Who is behind the contractors?

"Masterlift" is associated with "Euroformat Plant". The founders are the structure "Slavutych-Invest" and Svyatoslav Trygub.

"Elevator Service" is owned by Olena and Vasyl Yanitsky. Vasyl is a deputy of the Rivne Regional Council from the "EU", a former People's Deputy of the 8th convocation. The family owns luxury real estate, land, a boat and luxury watches.

"Unit-L" is founded by Oleksandr Kornuta, and its director is Iryna Romanenko. In 2011, the company was managed by Olena Kurdyumova, a possible relative of Yuriy Kurdyumova, a former candidate for People's Deputy from the SDPU(o).

"Promkompleks" - beneficiaries Anatoliy Tyshkevych and Serhiy Bondarenko.
This is not the first time. Back in 2019, the SBU accused Kyivbudrekonstrukciya of overpaying for thermal modernization of schools. At that time, it was about converting more than UAH 200 million through dozens of fictitious companies.
In 2023, law enforcement officers had already opened a case against the same contractors ("Unit-L" and "Elevator Service"), who overstated the cost of reconstructing elevators in six buildings in the capital.
Who in the Kyiv City State Administration is responsible for the CP?
The CP is subordinate to the Housing and Urban Development Department of the Kyiv City State Administration. Its head, Dmytro Naumenko, is himself involved in a case of embezzlement of funds for the construction of a water supply system. Political responsibility for the direction has been borne by the deputy head of the Kyiv City State Administration, Petro Panteleyev, for years.
The investigation shows that Kyivbudrekonstruktsiya has become a “black market” for selected contractors, and the city budget has lost hundreds of millions. At the heart of it are repetitive schemes, fictitious companies, and direct political influence.
