Large-scale land schemes linked to friends of Mayor Serhiy Nadal continue to be revealed in Ternopil. The schemes are based on the transfer of municipal land for development through front persons and investment deals that are profitable for the city and serve private interests.
The company "Merkury" has already built more than 12 apartment buildings, and the same number are still under construction and planning. Among the beneficiaries of these projects is the Pylypchuk family. Family members of Roman Kryshtalovsky, director of the Ternopilbudinvestzamovnyk, also have significant shares.
Roman's brother, Volodymyr Kryshtalovsky, has close ties with Yuriy Pylypchuk, with whom they studied together at Ternopil Polytechnic University. Roman's wife, Ruslana Kryshtalovsky, owns about three dozen companies in the construction sector and actively cooperates with the Pylypchuks. Most of these companies received land from the Ternopilbudinvestzamovnyk KP.
According to the registers, Ruslana owns several apartments in prestigious areas of the city, commercial and non-residential premises, parking spaces and a share in solar power plants. The total area of land plots registered for her exceeds 9 thousand sq. m. The land was transferred through complex schemes: first under the guise of “gardening”, and later given to “her” people for development.
Roman's brother, Volodymyr, is also actively involved in construction and commercial real estate. The company "Bazis", of which he is a co-owner, leases land for development and participates in solar generation projects, which allows him to legalize funds.
Meanwhile, the city's residents are forced to fight for a fair distribution of land, and the Kryshtalovsky and Pylypchuk families continue to expand their influence and lead luxurious lives. Construction schemes in Ternopil have been operating for years, and law enforcement agencies are in no hurry to react to violations. It is obvious that close ties with the mayor or the management of municipal enterprises remain the most reliable way to control city land and profitable businesses.
