On September 1, the Department of Education, Culture, Youth and Sports of the Lymansk Village Council ordered the construction of a shelter for a lyceum from Bud-Marka LLC for the second time - this time for UAH 71.00 million. The first procurement for the same object took place in May through the KP "Central Procurement Organization of the Odessa Regional Council" for UAH 68.69 million, however, the Centralized Procurement Organization, as it turned out, did not have the authority to conduct procurement of works: the Ministry of Economy explained in its response dated October 2, 2025, that Central Procurement Organizations can only conduct procurement of goods and services.
After publishing this, the Education Department announced new tenders in August for the same item and at the same expected cost, without terminating the previous contract. As a result, the new contract turned out to be 2.31 million UAH more expensive. The project is financed by the EU funds within the framework of the Ukraine Facility program. According to the “Spending” portal, work worth 1.68 million UAH has already been completed under the second contract.
The Education Department did not respond to inquiries about the reasons for the repeated procurement. The "Central Procurement Office of the Odessa Regional Council" reported that their procurement of works "is not provided for by regulatory legal acts," which effectively confirmed the lack of authority for such tenders. Yuriy Dusheiko is temporarily acting as the director of the Central Procurement Office. The Education Department is headed by Natalia Katsyuryna, and the head of the Lymansk Village Council is Viktor Baklanov.
Bud-Marka LLC was registered in Odessa in 2019. The company is owned and managed by Maksym Benik, who, before the full-scale invasion, headed the public procurement and logistics department of the Specialized Installation and Operation Unit of the Odessa City Council.
