Many users of the Reserve+ application are concerned about the new mark — "Need to go through the BZVP." Not everyone understands what exactly this means and what steps need to be taken. UNIAN turned to lawyer Gennady Kapralov for clarification — here's the main thing you need to know.
What is BZVP?
BZVP (basic combined military training) is a training course lasting approximately 1–3 months. It is mandatory for students of certain educational programs, cadets with specific forms of training (for example, future police officers), as well as individuals entering the civil service, local government bodies, or the prosecutor's office for the first time. Basic training can also be completed voluntarily.
If "Required to pass BZVP" is displayed in Reserve+ - what to do
Actions depend on the specific situation. If a person has already completed the BZVP, but the application does not show this, it is advised to contact a lawyer or the territorial recruitment center (TCK) and the RP with a statement and supporting documents. A lawyer can help draw up and send a statement indicating that the training has already been completed and attach copies of evidence.
If a person has not yet undergone training and is offered to undergo the BZVP (for example, because he has a military specialty, but has not previously served), this does not mean automatic mobilization. After passing the BZVP, a person is considered prepared for service in the reserve - but only if a separate summons is received, he can be called to the CCC. Further, an examination (VLK) and, based on the results, mobilization are possible - only if it is necessary and the person is recognized as suitable.
What documents will help confirm the completion of the BZVP?
In the application to the CCC / RP, it is advisable to add (if available):
-
certificate or certificate of completion of the BZVP;
-
certificate from a university or military department;
-
an extract from the order on referral/training;
-
a certificate from the training center or military unit where the training was conducted.
What does the status in the Reserve "Reserve Soldier" mean?
The designation "Reserve Soldier" means that the person is formally in the reserve of the Armed Forces of Ukraine and may be called up for service during mobilization. The call is made by a summons to the Central Military District; mobilization is possible only if there are no legal grounds for postponement and positive conclusions of the Military Commission. The person may also, at his own request, conclude a contract with the Armed Forces of Ukraine.
Are there any fines or other penalties?
There are no penalties for having the "Required to pass the BZVP" mark on the application. However, for some categories (for example, students of relevant programs), failure to fulfill the obligation may result in disciplinary action from the educational institution, up to and including expulsion - so students should pay attention to the requirements of their university.
Quick practical tips
-
Check whether you have actually passed the BZVP and whether there are documents to confirm it.
-
If you have the documents, contact the CCC/RP with copies and an application; if necessary, consult a lawyer.
-
If you have not yet completed the training, find out from the CCC why you received the message and what your options are: an offer to undergo the BZVP is not the same as automatic mobilization.
-
Students should check the university's requirements for passing the BZVP to avoid problems with their studies.
