In September 2025, consumer prices in Ukraine increased by 0.3% compared to August, while annual inflation was 11.9%. Such data was published by the State Statistics Service.
Core inflation, which excludes seasonal and energy price fluctuations, was 1.3% month-on-month in September and 11.0% year-on-year, indicating significant price pressure beyond seasonal fluctuations.
Among food products, there were mixed changes: the prices of fruits (−11.8%) and vegetables (−10.6%) decreased the most, which corresponds to typical seasonal dynamics. Egg prices also decreased slightly (−2.9%). At the same time, meat and meat products (+1.2%), oil (+2.1%) and bread (+0.7%) increased in price. Overall prices for food and non-alcoholic beverages decreased by 0.8% compared to August.
The most significant price increase in September was recorded in education — +12.4% compared to August, in particular, higher education became more expensive by 16.8%, secondary education by 8.5%. Prices for clothing and footwear also increased significantly — by 8.2%, which is partly associated with the beginning of the autumn season.
Other categories showed moderate increases: alcoholic beverages and tobacco rose by 1.2%, healthcare by 0.8%, and transportation services by 0.2%.
Thus, September's figures reflect a typical seasonal redistribution in the structure of consumer prices: a drop in the cost of vegetables and fruits mitigates the overall pressure on products, but rising prices in the segments of education, clothing, and individual food groups keep annual inflation at a high level.
