The municipal enterprise "Public Utilities Department" of the Vyshneve City Council has signed a contract with Rostdorstroy LLC for the repair of a sports field for a total of UAH 41.5 million. With these funds, they plan to equip a multi-court, skate park, fitness area, event plaza, playground and other recreation areas by the end of the year.
Analysis of the estimate revealed significant discrepancies with market prices. In particular, paving slabs were laid at 1,292 UAH/m² (market price ~800 UAH/m²), crushed stone — at 1,184 UAH/m³ (half as cheap for other customers), polyurethane binder Tetrapur 144 — at 414 UAH/kg instead of 230–256 UAH, and park benches — at 41 thousand UAH per piece (compared to the manufacturer's price of about 15 thousand UAH). According to calculations, the overpayment for the above-mentioned items alone could reach about 1.5 million UAH.
The contractor received the contract without competition — no one else applied for the tender. The conditions of participation contained requirements that actually made it difficult for other participants to participate (for example, a similar contract for 100% of the project cost and a site inspection report signed by the customer). The Antimonopoly Committee previously recognized similar conditions as restricting competition.
Rostdorstroy LLC has previously received large state contracts - in particular, works totaling about UAH 761 million in the Mykolaiv region, where large-scale violations were recorded during road works. The company is also linked to a deputy of the Odessa City Council from Trukhanov's party. Currently, in Vyshneve, the public and experts are drawing attention to the need for additional verification of the estimate and transparency of the work in order to avoid unjustified expenses from the local budget.
