During the roundtable, the representative of the Verkhovna Rada Commissioner for Human Rights for Social and Economic Rights, Olena Kolobrodova, reported on a significant increase in the number of applications for medical and social expertise. In 2024, 299 applications were received - 95% more than in 2023. In the first 10 months of 2025, the number of applications increased to 382 regarding violations of the right to disability determination and 229 - regarding violations of the right to examination by expert teams.
Monitoring showed that the review of complaints against decisions of expert teams and MSEC at the Center for the Assessment of the Functional State of a Person takes an average of 5–6 months. Kolobrodova noted that these problems were repeatedly raised during monitoring visits.
In response to the remarks, legal advisor of the Ukrainian State Scientific Research Institute of Medical and Social Problems of Disability of the Ministry of Health of Ukraine, Oleksandr Dovzhenko, explained that a significant volume of applications requires time to process, because 80 specialized teams work in the system, and cases are not considered by non-specialized doctors.
Dovzhenko also clarified that documents are submitted in accordance with current regulations, and people who have already received disability abroad can legalize documents without re-examination in Ukraine. In addition, patients can undergo examinations in any clinics, and the food in the institution meets the standards of the Ministry of Health. Electronic applications are accepted with a qualified electronic signature.
